"The Govt is clear that localisation and decentralisation are at the heart of their planning agenda and the general approach of the Secretary of State for Communities and Local Gov't is not to interfere with the jurisdiction of authorities on planning matter.
The Secretary of State only calls in applications where issues of more than local importance arise."
I'd c/p the whole lot but it's on some annoying document which doesn't allow it...the gist was, I think we're relying on the local planners unforch. Unless the local planners refuse something that the government are supporting like free schools. Then localism goes out the window! |

| Anybody know if Millbay Park next to TA centre off Prospect Road West Hoe is open to public? Fencing suggests it is for TA use only.
## Herald ## reports that 26 unnamed TA bases are to be closed. The main TA centre in Plymouth is out by the Marie Celeste (old EH Ship Offices) where there is ample to space to rationalise TA requirements into regional centre. You could call it Seaton Barracks
If Millbay Park is part of the centre then a plot of land near the heart of the Millbay regeneration big enough for the scale of combined Ice Rink / Conference / Concert facility described in original Life Centre and Central Park AAP plans could be about to become free.
Not only would this allow HHP development could be reduced to suitable scale but the Pavillions could go to make way for boulevard as per David Mackay vision adopted in Millbay AAP, probably with enough room for the Odeon IMAX

| Brent and his buddies in the council won't want a proper Ecological Impact Assessment done as I'm sure it will throw up far too many potential showstoppers. An EIA is a legal obligation in any development but the scope may be up to the developers. It will probably take an impartial EIA done by an ecological consultancy or something - FoCP maybe could look into -but that will cost money. |

Ain't happening anytime soon. I know GG, I was humouring Dane for a while to amuse myself. There's been numerous musings about development at Seaton, a new huge Tesco/Sainburys/Asda/Morrisons being the latest. I don't think the shopping centre plan that was thrown out was limited entirely to the parade ground though, which is what TGWU brought up initially. |

I don't think the shopping centre plan that was thrown out was limited entirely to the parade ground though, which is what TGWU brought up initially. That area is seen as prime development by many. SWW have tentative plans to build a new water treatment works at Roborough opposite Dartmoor Diner so they can close Crownhill works (and Dousland up past Yelverton), also releasing the large plot of land they use for offices and stores behind Windsor House council offices. |

He certainly stands to make a killing on HHP by activating the buy back clause in PAFC lease, but Akkeron need the Ice Rink gone from Pavillions more than anything else to release the highly lucrative £80M Millbay Boulevard development (or at least their half arsed interpretation of it). PCC desperately want this to happen as well so another cheap land deal could be on the cards if they both fear HHP isn't going to get past ALL levels of planning approval. This is just my hunch. |

| All the development plans for Plymouth seem to be related to housing, leisure, offices etc. How about a development like a factory or smaller manufacturing units making something useful, with the opportunity of proper full-time jobs, giving residents of this city the chance to afford the lifestyle associated with these new projects. |

| Good comment of the planning consultation GG It did occur to me (not sure if anyone else has thought of this) but according to Mr. Brent he wants the club to be self sufficient. That is what has been talked about as being the reason for the development, unless i'm mistaken. If that is the case and the club is only going to benefit from 1 or 2 of the retail units, providing enough income to achieve the goal, then surely the rest of the development is not needed. Just thought I'd mentioned that I have seen a newt, but it was at the other end of the park. |
