You've just given me a terrible thought. Wouldn't it be just our luck if he turns out to be the eminence grise behind the developer of our student flats? I wouldn't worry as he is not a property developer. Although in all seriousness, surely no council is going to touch him with a bargepole now after his shenanigans at Torbay and Plymouth shorely? |

Only a matter of time before the inevitable hat-trick, mind. He's Chairman of the Royal Devon and Exeter NHS Foundation Trust board and I think he lives to the north of the city. However surely his efforts to sue councils that don't give him money whether he's lifted a contractually obliged finger or not cannot have gone unnoticed by their council. However if the new mega stand at Exeter was anything to do with Jimmy the Green, it would easily be as funny as when their no.1 hooligan was in the papers for having a sex change. |

Oldway Mansion planning decision deferred for one more month
THE developer who wants to build housing and create a luxury hotel at Paignton's Oldway Mansion has been give one more month to negotiate whether certain conditions need to be met before work can begin.
Akkeron Group had plans for 55 sheltered flats on the site of Fernham, which have now been complete, and 46 homes on parts of the estate as well as converting the mansion, rotunda and stables to provide the hotel and spa.
Torbay Council planners have been asked whether they are happy for a planning application to be kept live, considering that a number of conditions that need to be resolved before construction starts have yet to be met.
They decided to defer the decision for another month.
Akkeron Group through its company Oldway Mansion Ltd has taken Torbay Council to court for £8 million damages.
Akkeron says it has taken the action because it still wants to draw down the lease and start its proposed housing and hotel development.
Torbay Council says it denies the allegations and will 'robustly' defend its position.
The planning meeting heard that the original timetable was that leases to enable the houses to be built would be drawn down in January 2013.
The houses would provide a substantial part of the funds for the restoration work.
Restoration of the mansion was to begin in July 2013 and the rotunda in October 2013 with all work completed in October 2014.
The officers report stated: "This timetable cannot be adhered to as these dates have long passed, written approval is now required for the revised development programme and its associated amended timeframe for delivery."
The officers say the applicants propose to extend the timetable, anticipating completion of the listed building by December 2019.
The report says the applicants now want to develop the housing themselves rather than bring in another developer.
Originally they proposed to dispose of the residential sites 'up front' creating a joint account of some £5million from their sale. Work on the houses could not start until the money was in the account and the restoration work to the listed buildings could start quickly.
The report says the change: "introduces considerable delay, significantly weakens the link between the implementation of the enabling development and the restoration of the heritage asset.
"The costs of the restoration have increased by 26 per cent due to the delay in restoration and consequent increase in defects. Further delay will exacerbate this."
The report says there is some improvement offered on the timing of some work to the mansion, rotunda and stables, it says there are 'no tangible guarantees regarding the restoration of the rotunda, the stables or achievement of the hotel use'.
"This along with the changes in the financial position, comprising significantly increased costs and the fact that less than half of the capital receipt from the sale of Fernham for the construction of 55 sheltered flats is available for the restoration works fundamentally changes the basis on which the planning permission was granted."
Despite initially recommending refusal in their report, officers at Tuesday's planning meeting recommended that the decision should be deferred until next month.

| If Torbay allow an extension and Akkeron to build the houses, they're mad. I predict Akkeron will never ever restore the mansion, and as for the continuation of the public bowling and tennis, well that's almost a pipe dream where this Brent character is concerned. He just wants to cherry pick the profit parts of the deal, add a bit extra, and and then plead poverty, and leave the by then rotting jewel in the crown in the Council's lap, suitably stripped of all profitability. The guy is a nightmare waiting to happen. And he'll make sure it's all legal too. It's the classic sliding agenda. And I note only half of the money they got for selling on the plot for the retirement homes is now to go to the mansion restoration. Sheeeeeesh. I wonder if a pension pot is being topped up. |

| Looks to me like the legal action is the action of a desperate man, shit or bust foreshore. JB doesn't even have enough money for a web page for his flagship business, no money from the council and no development. They should call his bluff, he knows councils are wary about fighting developers in the courts because the developers know they have more of a budget than the councils. In this case I doubt JB has any more more to fund the legal action and we know the solicitors won't work for nowt and they always want it up front. A very interesting couple of months coming up. |

The only company James registered on his declaration of interests to PCC this year not based at HP is Suite Hospitality Limited, which is based in Surrey and was set up when his hotels group went through "restructure" two years ago. Resurgam (WEst End) was set up for Civic Centre project and has assets of £1 (no ks or Ms) Five Directions was set up when he took over the Pavillions for £1 from PCC. This now has net worth of £6.7M. Nice work Tudor! South West Ticketing Solutions Limited seems to be a middle man for tickets for Pavillions. Was going to branch out into other areas such as the HHP Ice Rink as well. |
