Alexander the Great came to the same conclusion when trying to take Afghanistan so he had a safe route into India, he had to get the warlords working with him, anyone else just set about each other as soon as his army was gone. Arabs don't do democracy in the same way that we do, in the same we that wouldnt live in a muslim state imposed upon us they don't really want democracy, why should they, different folks different strokes. You need a strong dictator to keep a lid on those regions.
