PCC did a site visit on 5th June. From what I saw last friday Brent appears to be complying for now albeit hes being watched like a hawk. He appears to have zero friends at Plymouth city council these days
Why the seats are still in the Stands though is a mystery as they had permission to remove them all under enablement

It's been stated the £4 million loan, soon to become a mortgage, has not been touched yet, so that's the clearest indicator that the "grandstand refurb" hasn't started yet at all.
