There seems to be some misconception here regarding the drains. Brent doesn't have to solve the drainage issues he just needs to address how he will solve the drainage issues. You are looking at fees to Architects and Quantity surveyors to provide this. Whilst not cheap to the average man in the street we are only talking a few grand maybe ten grand but not much more.
It seems to me that that is not the only holdup.
