Many moons ago when I was in the civil service, i attended a finance course in Bournemouth and somehow we got round to discussing the costs of setting up a course [riveting and raunchy stuff we public servants conversed about ] with the seminar organisers. They said that it would actually could have been cheaper to have held the course in Spain during the off season there rather than Bournemouth in the peak season but the powers that be were afraid to implement the policy because of the negative "civil servants in Spanish jolly up" type headlines that it would attract. Should have said stuff the press IMHO but that's the way it was.
