| One of the Kippers (Maddie something-or-other) is closer to being an Independent than a Kipper - she stood in Moor View on the specific 'Bring Back the Airport' policy. She certainly doesn't seem to share a lot of the 'values' that UKIP seem to espouse. My best guess is that Labour will continue to govern in Plymouth because she'll support a fair bit of what they are looking to do, and the other two Kipper councillors are useless - one of them hasn't even spoken in a Council meeting yet.
And it's no surprise that Labour has ruled out working with UKIP, really, is it? They hardly share the same values. Anyone who saw that Neanderthal that UKIP selected to take on Tudor Evans in Ham Ward will have every sympathy with Tudor's PoV. |

| It will be a Labour run Council, Been told Tory will not work with UKIP, They have the next Lord Mayor so their numbers will drop by one as the Lord Mayors are politically neutral during their year of office
