Certainly as of early October 2013 work, in any meaningful sense, hadn't started. They were offering an open day 'for local residents to see the plans for the scheme before work begins'. And on January 4th the local paper referred to work being finally expected to start. I suppose, on a technicality, if you put in a trench or similar then the work has started.
