Step by step, the value goes up, off it goes to the pension pot, and step by step, the more likely there will be unsuitable use of a park, that will lose money meaning eventual even more unsuitable use. So on the one hand you have Brent in the Herald last week claiming that the contractor was signing on in June and there would be financial penalties for any delays on the other you have Chief Lickspittle Newell and one of the assorted PASOTI Munchkins claiming it was always going to be late. Of course with Halletts funding and plannign permission in place there should be no reason for delay whatsoever. Youc couldnt make it up. |

| Ok this is the body of an email from PCC from the Planning Officer allocated to Brents HHP developments plus the refurbishment.
My original Email had asked WHAT was Brent entitled to work on under enablement whilst under the undischarged planning conditions.
Have left off his name. Email was received Friday 11th May at 10.35am

I am the case officer who dealt with the planning application and will be involved throughout the development process. I have therefore been working closely with PAFC/Akkeron as they look to implement this planning permission in the near future. I am aware that some preparatory/enabling works have been undertaken on site and can advise that the following work has, or is being been undertaken:-
· Stripping Asbestos; · Clearing vegetation; · Disposing of temporary buildings/porta cabins including the old Far post club; · Erected herras fencing around areas of the site · Removing asbestos roofs from the dilapidated buildings in the south west corner of the site that will be cleared next week.
I can advise that these works do not require planning permission, nor do these works constitute commencement of the development (17/01684/OUT). I can assure you that the applicant is very much aware of their obligations to discharge the pre-commencement planning conditions and I have warned them about undertaking significant works before any details reserved by condition has been agreed by the Local Planning Authority. I will continue to work closely with them to ensure that this development is implemented the smoothest possible manner and in strict accordance with the planning permission and legislation.

"Brent and Akkeron have been WARNED" about commencing work whilst all planning conditions remain undischarged. As expected unless Brents planners/contractors (lol) can do a deal over the undischarged planning obligations work is about to come to an ABRUPT halt this week

| Thing is, people undertake works at risk all the time. They know the council don't have the time, resources or budget to enact enforcement notices unless there's a really serious breach, a heritage asset is at risk, or there are safety issues.
The tone of the emails looks fairly standard to me, and I get one or two from planning officers. Unless you've spoken to the guy to judge his mood, I wouldn't read too much into it yet. All applicants are warned of the risks of starting development before all conditions are fully approved, and yet it happens every day, on sites large and small, up and down the land.
It will be interesting to see if there has been any demonstrable progress on getting the conditions approved. I'd check the PCC site to see if new documents or info have been submitted but, honestly, I CBA. Argyle have successfully reduced me to a state of permanent 'meh'. |
