This is why I hate VAT at the levels we have now, also fuel duty. In Portugal they have a sliding rate of VAT with luxury items getting hit the hardest and essentials being on low or no VAT, from what the Portuguese have told me its not ideal but seems fairer than over here. What we need to change is the perception that the population of Britain are cash cows.
The other thing that gets my goat is the poorest pay the most for electricity and gas, key meters are dearer than a normal meter and you only get a discount by paying by dd and someone with a poor credit rating can't get one.
