I wonder if it'll ever change? If you divide English football into two categories - those who can win the Premier League and those who can't - there are a lot more clubs in the latter category than those who can. Category One is, at most:
Manchester United
Manchester City
Chelsea
Arsenal
Liverpool (maybe)
Tottenham (maybe).
Category Two contains absolutely everyone else involved in English football, from very well-supported clubs like Newcastle, Everton and West Ham, via nonentities like Plymouth Argyle, to the vast numbers of non-League outfits. There are certainly more clubs in Cat 2, but are there more fans? I don't know, possibly not, but surely if the 86 League clubs in Cat 2 could come up with something equitable, could English football become competitive for everyone again? Or would the likes of (say) Stoke City be unwilling to risk their Premier League millions for the more level playing field that could equally lead them to silverware or oblivion?
