As a rule of thumb each successive version of Windows gets bigger and more resource hungry and, quiite frankly 256Mb of RAM is on the scant side considering new lappies are probably 8Gb or more now.
If you want to add RAM you can but it and slot it in - as long as you have the slots. It sounds as though you can do 2 x 256Mb. Still not really enough. So you probably need new kit.
If you get a lappy or similar buy one with as much RAM and as fast a processor as budget allows. Almost certainly any new machine will be W10 which is good because it'll save the hassle of upgrading from W8. Previous Windowses are all pretty much redundant now and XP is no longer supported by Microsoft which, at least, means no more pesky updates!
I don't know anything about iPads except that they are Apple and, therefore, both very different and expensive. If you aren't very techie the Appleness might be difficult to deal with and if your budget is a factor then some other Android tablet will be cheaper and pretty much as functiional. Your typical Apple fanboy usually has more money than sense but he'll give you chapter and verse on why Apple is best - which it might be but, again, at that price it ought to be.
There ain't no right answer here. It all depends on what you need the machinery to do and how much money you have. Unless you are an Apple fanboy in which case there's no question to answer.
