I'm not sure what talent he's particularly on about. A pre-softner for RR's departure, perhaps? Maybe?

He's talking about the new EPPP regulations that allows big clubs to snap up kids who aren't tied down to academy contracts for pennies. Pretty scandalous really and just allows the further hegemony of the big clubs. If this regulation was in place, Bournemouth would have got nothing on the £6.25 million they eventually did get for Lallana when Southampton sold him to Liverpool.

he has a point lower league clubs are powerless and often penniless from premiership clubs stealing their young talent. Something needs to be done to make it fair.
