It wouldn't have cost the reluctant bidder much more [out of his profits] to have developed the stadium properly as with the AFT WG plans and not boxed it in. It would have provided the necessary wow factor to inspire the latent fanbase as at other clubs with top flight potential.

If there is no clear statement of intent, only the already addicted will buy in.
