Somewhere in the back of my mind, once the fire certificate has been negotiated, I believe there is the excuse of behaviour likely to cause a breach of the peace.

Police have been (mis)using these sort of excuses for years with law abiding citizens peacefully going about exercising their democratic rights of protest, when it suits political purpose.... who can forget the Chinese leader's visit debacle.

Local councils used it to essentially ban the film The Life of Brian too - they simply wouldn't provide a fire certificate to the cinemas that wished to screen it.
