My understanding is that emergency workers and the police have been spat at many times in the South West already.

True. It's a feckin nightmare. This ain't a problem on a huge scale but there are more people spitting at police and emergency services which means plans need to be made. Rather than masks I'm wondering if a baseball bat with some tissues sellotaped to it would be cheaper and more effective?

I would not object if anyone attacking emergency service members were baseball batted.
